• Enroll all members of a household
• Provide a comprehensive benefit package – preventive-promotive health services as well as full range of curative services (primary, secondary and tertiary care) – from empanelled providers
• Ensure easy access to quality services through quality monitoring
• Ensure affordability for consumers and self-sustainability for the system through various options of financing, e.g. insurance, credit, savings, co-pays
